A proposed 224-acre residential and commercial development and the master plan for a large park will go before the Broken Arrow City Council during Tuesday’s regular meeting.
The Buff Acres development lies along E. Kenosha Street just west of the Creek Turnpike. The developer has requested a zoning change from agricultural to residential and heavy commercial on different parcels.
Some 712 dwellings could be built that include single-family homes and duplexes.
The rezoning request was narrowly approved by the Broken Arrow Planning Commission last month on a 3-2 vote.
Several nearby residents who live in the Angus Acres neighborhood just west of the proposed development have signed a petition protesting the rezoning request. They cited concerns about traffic, wildlife displacement, crime and loss of neighborhood character.

The city says it has worked with the developer to decrease connections from the project into the neighborhood.
The council will also hear about the master plan for Elam Park, a $50 million 53-acre park to be located along Florence Street, between Olive and Aspen avenues.
A Southwest Park Advisory Committee has participated in development of the master plan and reviewed the final plan and recommends it for adoption. The
Planning Commission also reviewed the master plan and recommend adoption.
The plan calls for entrances to Elam Park flanking Aspen Creek Elementary and Aspen Creek Early Childhood Center. There would be 450 parking spaces providing access to a massive, $1 million playground that will be built for utilization by children of all physical abilities.

Other proposed features of the park — which would be built in stages — include:

• Boardwalk and gazebo
• Synthetic turf and entertainment space
• Nature pavilion
• Butterfly garden
• Water garden
• Outdoor classroom and water habitat
• Tiki huts
• Adventure play area
• Sand volleyball
• Basketball and futsal courts
• Skate park
• Splash pad
• Exercise stations
• Tennis and pickleball courts
• Hammocks and big swings
The City Council meeting starts at 6:30 p.m. Tuesday at 220 S. 1st St.
