Developers and the city of Broken Arrow broke ground Thursday on a major retail development on the city’s north side expected to bring several new retailers to the city.
Adams Creek Town Center is a new 22-acre development located on East Hillside Drive and 23rd Street. Construction recently began on the project, and the retailers announced include Burlington, Five Below, Books-A-Million, Shoe Dept. Encore, Pet Supplies Plus, Bealls Outlet, Burkes Outlet, Catrina Fresh Mex, Kids Empire and Goldfish Swim School.
Parkes Development Group, investors and the city of Broken Arrow attended the event Thursday.


The 142,00-square-foot project is expected to bring $876,000 in annual sales tax revenue and $2.8 million after the Tax Increment Financing (TIF) program expires.
An estimated $477,800 per year in annual ad valorem revenue will benefit local and county institutions, including Broken Arrow Public Schools, Tulsa Community College and the Tulsa City County Health Department and Public Library.
Joe Parkes, Jr., Founding Principal of Parkes Development Group, said during the groundbreaking the project would “bring fresh energy to this corridor,” which got its start more than 2 decades ago when Bass Pro Shops opened.
In 2023, the Broken Arrow City Council approved the use of public funds to assist with financing the project, and a TIF was established to capture new tax revenue to help with development.
The city incentivized the project by providing up to $16 million, to be paid with two percent of the new sales tax collected from the gross sales tax from businesses at the new shopping center.
“We are truly blessed in Broken Arrow to have many groundbreakings and many ribbon-cutting ceremonies,” said City Manager Michael Spurgeon. “And although we do, we continue to stay humble and work hard. Prosperity isn’t guaranteed. And so, I’m thankful that you are here today and that you have made an investment in Broken Arrow.”

This is BS. Get those stores out of our lives. Do not build these stores anymore. It is anything but new energy. I am a nearly life long citizen of that place. Stop disabling everyone’s kids while you’re at it. Start attempting to bring betterment here sometimes. There is no reason to do this to the earth. That is how far this has gone now.

Please don’t bring muslims to this city! Muslims bring Islam with them and Islam means Jihad and terrorism and noise pollution from their 5 times a day prayers. The women have to wear burkas and black floor length sheet dresses and masks on their faces. They practice Sharia law and where one Muslim is there are thousands! They will never assimilate to our culture!!
