The City of Broken Arrow recently updated its No Solicitation ordinance to be compliant with state law regarding door-to-door peddling. Under Article I, Section 7-3 of the City of Broken Arrow Code of Ordinances, no person shall canvas or solicit the occupants of a residence where the premises or neighborhoods where a homeowners’ association has displayed a sign prohibiting such activity or otherwise indicating the occupants choose not to be disturbed.
If your residence has a “No Soliciting” sign on your property and you still receive solicitations, you may contact the Broken Arrow Police Department’s non-emergency line at 918-259-8400 to report a complaint.
For Broken Arrow Police Department to enforce the No Solicitation ordinance for neighborhoods with a homeowners’ association, a representative of the HOA must complete this affidavit, have it notarized, and return it to City Hall, 220 S. 1st St, Broken Arrow, OK 74012.
Other documents that are needed with the completed and notarized affidavit include:
· Copy of the recorded plat of the neighborhood
· Copy of the HOA covenants
· Copy of the HOA bylaws
A new affidavit is required annually.
BAPD will respond to “no soliciting” complaints after a homeowners’ association is registered and the affidavit is filed with the city.
Please call the BAPD non-emergency number at 918-259-8400 to report solicitors in your neighborhood. Keep in mind, the representative of the HOA who completed the affidavit may be called to witness the issuance of a citation to a peddler and/or be asked to testify in court in support of a “no solicitation” complaint.
A representative of your homeowners association must complete this form for your HOA to be registered with the City of Broken Arrow. A new registration should be completed when new officers are appointed and/or elected for your HOA.

Why do HOAs need to fill out the affidavit?
It allows Broken Arrow Police to enforce the ordinance for your neighborhood. The affidavit ensures that a member of the homeowners association can represent the HOA in court, should they have to. Only HOAs can register as No Solicitation neighborhoods.
