Northeastern State University will open enrollment to freshman and sophomore students in the spring 2026 semester, university officials said.
The passage of Senate Bill 701 this year gives the Oklahoma State Regents for Higher Education authority to approve “functional exceptions” that allow regional university campuses, like NSU-Broken Arrow, to offer lower-division courses and expand degree pathways to meet workforce demands.
This will enable students to start and finish their bachelor’s degree without leaving the campus.
“At NSU-Broken Arrow, this marks a transformational moment for students and for our region,” NSU President Rodney Hanley said in a statement. “By offering a full four-year public university education — from freshman courses through graduate programs — in Broken Arrow, we’re removing barriers, aligning education with workforce needs and helping both individuals and our state thrive.”
Beginning January 2026, students at NSU-BA will can enroll in more than 20 select lower-division undergraduate courses in addition to existing upper-division and graduate programs.
With the legislation in effect, officials said, the campus is positioned to deepen that impact by launching new programs, broadening access, and connecting students directly to the needs of local and statewide employers.
“Our programs have always been shaped by workforce demand,” Dr. Carla Swearingen, NSU Vice President for Academic Affairs and Provost, said. “Now, freshmen, sophomores, juniors and seniors — alongside graduate students — will benefit from the same high-quality instruction, hands-on learning and campus community dedicated to their success.”
